Aim and purpose
Cyberspace does not only bring prosperity. In recent years, Cybersecurity has emerged as a key priority for Western governments and societies. Increasingly, we have to account for the fact that criminals, activists, spies and militaries – anonymously and without much training – use interconnected network technologies to obtain access to classified information or to critical IT infrastructures with the risk of causing disruptions and international instability. The course introduces students to the threats from cyberspace as well as the possible ways to navigate these. Specifically, it engages the debates on the extent to which the emergence of cyber weapons are bringing a fundamental change to international relations, and it assess the political counter measures currently being proposed. Throughout the course, students will be forced to critically reflect on the nature and politics of the current cyber threat landscape as well as on the core concepts in International Relations and Security Studies.

Learning goals
By the end of the semester, the students should be able to:
-Critically engage the dominant positions in the cyber warfare literature.
-Display knowledge of the central cyber incidents and their role these have played in global politics.
-Discuss possibilities and weaknesses in the most common suggestions on how to bring clarity and security to cyberspace.
-Apply international relations theory and concepts as well as approaches to technology to the study of cyber threats and cyber politics.

The literature for the course will in total amount to approx. 1200 pages
Teaching Method
The course will be held 3 hours weekly for 10 weeks. Preparation and active participation is expected. Students will be asked to work in study groups. Students have to hand in a mandatory essay. During the three hour lessons there will be interactive activities.
Workload
The course will be held 3 hours weekly for 10 weeks
In addition to the weekly lectures, students are expected to participate in additional activities arranged in connection to the course for a total of 7 hours. A description of these activities will be provided in the course plan by the beginning of the semester.
This course grants 10 ECTS. As per university regulations, a 10 ECTS course entails a workload of 270 hours. The following time distribution is an estimate for the average student:

The maximum length of the essay is 4 pages of 2400 characters per page (including space between words). Papers exceeding this limit will not be accepted. The total count of characters (including spaces) has to be written on the cover page of the paper. Papers without this information will not be accepted.

Students have to hand in a mandatory essay. The essay question will be sent out in the middle of the semester.
Re-exam in February 2019 (at the same time as re-exam for the Take-home exam). A third attempt may be attended the next time the course is offered on the basis of renewed exam registration.
